Government of India Housing programme for the Poor To Honourable Prime Minister of India Most ​​Respected Sir, We, members of the Chennai-based Mosjos HealthCare Research Foundation working for the welfare of poor people, wish to congratulate you, the respectable Prime Minister of India, for your broad thinking evident in providing shelter to the homeless. We appreciate your decision to construct 2.95 crore houses for the downtrodden people. Though the number of houses planned for the homeless is negligible, it is a bright and bold action taken by your government for the welfare of the people. We humbly request you to lend your ears to our suggestions while implementing this project. 1. The task of constructing houses should be given to qualified builders and not to the party-backed builders or benami party builders. 2.Construction standards should be verified and certified by multiple organisations. The Indian Standards Organization's certification should be made compulsory and mandatory. 3.As regards the distribution of the houses strict rules and regulations should be followed. In the present distribution network, it is panchayat heads who take the advantage of the project. Unfortunately when the government wants to replace slums with concrete houses for the poor, only the landlords or owners of huts end up enjoying the benefit. They are provided a number of houses according to the occupied tenants' number. The head count of the rented people is taken into account. That means the rented people are not given the houses; instead, a number of tokens are given to a single owner of the rented houses. This system should be completely eradicated. The government has to be extra cautious. Otherwise their main objective will not be fulfilled. 4.To avoid a number of houses allotted to the panchayat presidents, who are the owners of the rented houses, the allotment should be subjected to verification. The present house owners should be listed and their house numbers should be incorporated in the state list. Then it should be incorporated in the adhaar. This basic information should be in possession of the housing department. 5.Allotments should be made by the department of housing which has the details of house owners. The state welfare department should be able to verify the homeless with the help of adhaar cards and with the help of complete retina identification and thumb impression proofs. 6.While registering for the house also, this verification system should be incorporated. (Adhaar cards, complete retina identification and thumb impression proofs. ) 7. The distribution of houses should be made only through adhaar cards and through complete retina identification and thumb impression proofs. The houses can be given to the siblings with valid proofs and not to the close associates of party functionaries of the panchayat chiefs. 8.The release list of the houses should be intimated to the tahsidhar’s office. Once the tahsildar's office clears the paper, the orders should be issued to the allottees. Patta should be automatically generated through the computer-based application. Through this method, unnecessary burden on the tahsildar’s office will be lessened or avoided and corruption can be nipped in the bud. 9.Once the person is allotted house, the order for the release of the house should be automatically generated through the computer- based application with patta attached and should be sent by registered post. The letter should not be identified by the postal department employee as a demand for money by the postman is likely while delivering such orders. The complete list of allotees should be published in newspapers also and in the Housing Board’s official website. A pucca foolproof system should be followed. 10.The Letter of allotment should be in the format of Registration and once it is released, it should be treated as an official registration by the respective governments. The unnecessary stamp duty on the poor people should also be avoided. Only a formal registration should be done in the Registrar’s Office because the official registration office is also fleecing the people with unimaginable charges or acting like partners. 11.Once a person gets an allotment order, he should be the PROUD OFFICIAL OWNER OF the House. He should not be forced to go from pillar to post to get his house registered. Unnecessary red-tapism and spending too much of money and time can be avoided. 12. The government should make it mandatory for the NEWSPAPERS AND OTHER MEDIA TO HIGHLIGHT THE GOVERNMENT'S SOCIAL WELFARE PROGRAMMES. Yours in His Dedicated service Rev. MOSES JUSTIN NIRMALKUMAR
